Will I be able to create an album with background music and various transitions between photos that i can burn onto a CD?

Yes , you will. If you build with media files, you just burn the output file (.scr or .exe) onto your CD. If you build without media files , you have to select the "Local media files" AND "Look for media files in runtime directory." build options in output tab of PSSB , please keep the output file and media files in the same directory when your burn them onto a CD.
